Players once again assume the role of John Mullins, a military consultant working for the top-secret anti-terrorist group known as The Shop. In the game, players must tackle a wide-range of missions, from hostage rescue and intelligence gathering, to search-and-destroy missions.

Soldier of Fortune II brings to gaming a vivid damage modeling and animation system for body destruction. The game also includes an accurate reproductions of actual weapons and missions taken from international hotspots including Prague, Colombia, Hong Kong and Kamchatka. Level design in Soldier of Fortune II is flexible enough to allow for multiple styles of play. "Hit `em hard" with a frontal assault or use stealth weapons for a subtle approach.

The president of Caruba has been assassinated. Richard Miller, VSSE's 'One-Man-Army', has been implicated in the crime. VSSE can only protect Miller for 48 hours before the agency is forced to turn their ace to the Caruban authorities. During this time, VSSE cannot provide Miller with any assistance, but can only provide one lead?a VSSE agent named Abacus has information Miller needs to process his name-clearing spree. Abacus is currently located at a yacht owned by the criminal organization Kantaris. VSSE leaves Miller with the yacht's coordinates before the agency leaves Miller on his own. Unless Miller can clear his name within the 48-hour block, the covert agency will have no choice but to disregard the work Richard completed as a VSSE agent.

Time Crisis is a first person rail shooter similar to Virtua Cop and The House of the Dead, in which the player holds a light gun and goes through the motions of firing at on-screen enemies. Unique to the arcade original was the presence of a foot pedal, which is released to cause the player's avatar to duck behind cover, as well as reload their weapon. However, the player can only shoot while the pedal is depressed, and their avatar vulnerable to enemy fire. (The pedal was replaced with standard buttons for non-arcade releases.) Finally, the game takes its name from a countdown clock, recharged by clearing an area of "bad guys." As running down the clock causes an instant game over, the player must take risks, shooting enemies rapidly and hiding only when necessary.
